In a large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Beat in the eggs one at a time, then add the vanilla extract.
In a separate bowl, whisk together the flour, baking soda, baking powder, and salt.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the milk chocolate chips.
Scoop large portions of dough onto the prepared baking sheet, shaping each into a thick disk.
Bake for 12-15 minutes, until the edges are golden but the centers are still soft.
