Combine dried apples and water in a saucepan; bring to a boil.
Reduce heat, cover, and simmer for 30 minutes or until tender.
Mash slightly if pieces are large. Stir in sugar, butter, and cinnamon, then set aside to cool.
Roll each biscuit into a 5-inch circle. Place 1 tbsp of apple mixture on half of each circle.
Moisten edges with water, fold in half, and press with a fork to seal.
Heat oil in a skillet to 370°F (185°C). Fry pies in batches until golden brown, flipping once.
Drain on paper towels. Serve warm with a scoop of ice cream, if desired.
