Halve the ciabatta, butter both sides, sprinkle with garlic powder and Italian seasoning, and broil 2–3 minutes until golden. Watch closely.
Heat olive oil over low, sauté garlic 3 minutes without browning. Add pepper, crushed tomatoes, salt, red pepper flakes, and oregano. Simmer 10 minutes, stirring.
Cut boiled lasagna noodle into three pieces. Add to sauce for 2 minutes to absorb flavor, then remove from heat.
Shape beef and sausage into balls. Heat skillet with a little high-heat oil. Cook 1 minute, flip, smash flat, cook another minute, flip, then top with mozzarella.
Layer bun, beef patty, noodle, ricotta, sausage patty, noodle, ricotta, beef patty, noodle, ricotta, and top bun. Rest 3–4 minutes before serving.
