Brown ground beef in a skillet over medium-high heat, breaking it apart as it cooks.
In a small bowl, mix chili powder, garlic powder, cumin, paprika, salt, onion powder, and oregano.
Reduce heat to medium. Add seasoning, tomato paste, and water. Cook 2–3 minutes until thickened, then remove from heat.
Sprinkle cheese, beef, and more cheese on half of each tortilla. Fold over and set aside.
Melt butter in a skillet over medium. Cook quesadillas 2–4 minutes per side until golden and crispy.
Cut into wedges and serve with guacamole and sour cream.
