Prepare the batter: Preheat the oven to 350°F (175°C) and grease two 9-inch cake pans. Whisk together flour, baking powder, baking soda, and salt. Bake the cake: Divide the batter between the pans and bake for 25-30 minutes until a toothpick comes out clean. Let cool for 10 minutes, then transfer to a wire rack.
Make the frosting: Whip heavy cream and powdered sugar until stiff peaks form. Mix in black light-reactive food coloring.
Assemble the cake: Frost one cake layer, place the second on top, and cover the entire cake with frosting. Sprinkle with edible glow-in-the-dark powder.
Glow and serve: Place under a black light to see it glow, and then slice.
