Set your oven to 400°F (200°C). Line two baking sheets with parchment paper.
In a skillet over medium-high heat, cook the ground beef with diced onion for about 8 minutes, stirring often until the beef is browned and crumbly. Drain any excess fat.
Return the beef to the skillet. Sprinkle over the taco seasoning, pour in 3/4 cup of water, and let it simmer on low heat for 5 minutes, stirring occasionally, until most of the liquid evaporates.
Arrange an even layer of tortilla chips on each baking sheet.
Drop spoonfuls of refried beans across the chips, dividing half the can per tray.
Scatter the seasoned ground beef evenly over the trays.
Sprinkle the shredded cheese blend generously across the beef and chips.
Place trays in the oven and bake for 15 minutes, or until the cheese is melted and bubbling.
Remove trays from the oven and immediately scatter diced Roma tomatoes and sliced green onions over the top.
Bring the trays straight to the table and enjoy while warm and gooey.
