Preheat your oven to 375°F (190°C).
In a large baking dish, combine frozen meatballs, uncooked pasta, marinara sauce, water, garlic powder, onion powder, and Italian seasoning.
Stir well to coat the pasta and distribute the seasonings.
Cover the dish with aluminum foil and bake for 35-40 minutes until the pasta is tender and the meatballs are heated through.
Remove the foil, sprinkle mozzarella and Parmesan cheese over the top.
Bake uncovered for an additional 10-15 minutes until the cheese is melted and bubbly.
Let the casserole cool for a few minutes. Garnish with chopped fresh basil before serving.
