Heat olive oil in a skillet over medium high heat and sear shrimp 1–2 minutes per side, then remove.
Lower heat to medium and sauté garlic in the same skillet for about 30 seconds until fragrant.
Add broccoli and broth, cover, and steam 3–4 minutes until tender crisp.
Stir in heavy cream, chili paste, and Parmesan, simmering 2–3 minutes until slightly thickened.
Return shrimp to the skillet and toss to coat, cooking 1–2 minutes more.
Remove from heat, garnish with parsley or chili flakes, and serve hot.
