Mix warm water, dry milk, salt, sugar, and yeast. Let sit 5 minutes until foamy. Add oil and flour, then knead 5–7 minutes until smooth.
Cover and let dough rise in a warm spot for about 1 hour until doubled in size.
Preheat oven to 375°F (190°C). Roll dough into a ½-inch thick rectangle. Cut into 1-inch strips and place on a greased baking sheet.
Mix melted butter, Parmesan, garlic powder, onion powder, Italian seasoning, and salt. Brush half onto dough strips.
Bake for 15–18 minutes until golden and puffed.
Brush with remaining butter mixture immediately after baking.
Serve warm with marinara sauce.
