In a separate bowl, whisk flour, baking soda, baking powder, and salt. Gradually add dry ingredients to the wet mixture, blending until just combined.
Scoop rounded tablespoons of dough onto baking sheets, spacing 2 inches apart. Top each cookie with crushed mini Oreos, crushed chocolate chip cookies, and googly eyes.
Bake for 10–12 minutes, until edges are set but centers remain slightly underbaked. Cool on the baking sheet for 5 minutes, then transfer to a wire rack.
