In a medium bowl or a brown paper bag, mix ½ cup sugar and 1 teaspoon cinnamon. Set aside.
Heat about 2 ½ inches of oil in a deep fryer or heavy-bottomed pot to 375°F (190°C).
In a small saucepan over medium heat, combine water, 2 ½ tablespoons sugar, salt, and vegetable oil.
Bring to a boil, then remove from heat. Stir in the flour until a dough forms.
Let the dough cool slightly. Scoop and roll it into small balls, about the size of walnuts.
Carefully place 3-4 dough balls into the hot oil, ensuring not to overcrowd the pan.
Fry for 2-3 minutes, turning until golden brown.
Remove fried poppers with a slotted spoon and immediately toss them in the cinnamon-sugar mixture until well coated.
Transfer to a plate and repeat with remaining dough. Serve warm and enjoy with chocolate sauce, if desired!
