Preheat the oven to 350°F (175°C) and grease a 9×13-inch casserole dish.
Heat olive oil in a skillet over medium heat. Sauté the onion and red bell pepper for about 5 minutes until softened. Add the ground beef and cook until browned, about 6-7 minutes. Drain excess fat and season with salt and pepper.
Spread the cooked beef mixture evenly in the casserole dish. Sprinkle 1 cup of shredded cheese over the beef, then layer the frozen tater tots on top.
In a bowl, whisk together the eggs, milk, garlic powder, paprika, black pepper, and salt. Pour evenly over the tater tots.
Sprinkle the remaining 1 cup of cheese over the top.
Bake for 45-50 minutes, or until the eggs are set and the cheese is melted and bubbly. Garnish with chopped scallion, serve warm, and enjoy!
